“President Obama is involved in war crimes right now”

Do you consider yourself to be primarily a scientist or a political activist?
If the world would go away, I would be happy to keep to the science, which is much more interesting and challenging. But the world has an unfortunate habit of not going away and the problems are quite urgent.

What are your thoughts on President Obama?
He’s involved in war crimes right now. For example, targeted assassinations are war crimes. That’s escalated quite sharply under Obama. If you look at WikiLeaks, there are a lot of examples of attacks on civilians.

What did you think when he was given the Nobel Peace Prize?
Considering the history of the Nobel Peace Prize, it’s not the worst example. It was given to him before he had the time to commit many war crimes.

Is there any point in us being in Afghanistan?
We wouldn’t have asked in 1985: “Is there any point in the Russians being in Afghanistan?” The fact is that the invasion was a crime. Then comes the question: “Is there any point in continuing?” But that presupposes legitimacy. Putting aside questions of morality and legality and simply asking about the goals of the US government is a very narrow consideration.

What would you like to see happen next in Afghanistan?
There has to be an internal political settlement. Like it or not, the warlords and the Taliban are Afghans, so there has to be a settlement among them. The regional powers also have to be involved, including Pakistan, India and the US – because it’s there, not because it belongs there.

Do you worry about Obama’s lack of experience in foreign policy?
I don’t think that experience is a very useful or convincing attribute for a sensible foreign policy. Henry Kissinger had a lot of experience. [And he still became involved in] the major mass murders in Cambodia.

Is the focus of US foreign policy right?
Let’s take the main focus: the Iranian threat. The brutal, clerical regime is a threat to its own population, but it’s hardly unique in that respect. The threat to the US came in the presentations to Congress by Pentagon officials in April – they pointed out that the threat is not military; it’s to the “stability” of the region.

Do you agree with that assessment?
It’s imperial doctrine. Stability is when the UK and US invade a country and impose the regime of their choice. But if Iran tries to interfere, that’s destabilising.

What do you make of David Cameron?
It’s too early to say much. I haven’t been greatly impressed by his policies or his statements.

He recently identified the UK as the junior partner in the “special relationship”.
That’s too bad for England. It’s been a very injurious relationship for England for a long time.

Do countries such as Bolivia have lessons to teach the rest of the world?
Yes. The poorest country in South America, Bolivia had been devastated by neoliberal economic policies. In recent years, the majority of the population won significant battles against privatisation of water. They then entered the political arena and elected someone from their own ranks, and people really engaged with the issues. Their economic growth is now, I think, the best in Latin America.

Are you optimistic about the future of the left?
I don’t think it makes much sense to be optimistic, but there’s not much point in speculating, either. Either way, the tasks are the same.

Do you vote?
I often do, without much enthusiasm. In the US, there is basically one party – the business party. It has two factions, called Democrats and Republicans, which are somewhat different but carry out variations on the same policies. By and large, I am opposed to those policies. As is most of the population.

What would you like to forget?
There are a lot of things I regret – for example, the Indochina war. I was deeply involved with it, facing a long jail sentence. But I deeply regret that I didn’t get involved until the mid-1960s, which was much too late.

Was there a plan?
Well, I had some general guidelines. They’re so banal I hate to say them. But what’s not banal is applying them in particular situations.

Are we all doomed?
If there was an observer on Mars, they would probably be amazed that we have survived this long. There are two problems for our species’ survival – nuclear war and environmental catastrophe – and we’re hurtling towards them. Knowingly. This hypothetical Martian would probably conclude that human beings were an evolutionary error.

On August 18,NBC Newsanchor Brian Williams began his broadcast — shown live to West Coast viewers, something done only for very significant occasions – by excitedly declaring:  ”It’s gone on longer than the Civil War, longer than World War II.  And tonight, U.S. combat troops have pulled out of Iraq.”  He immediately called in Chief Foreign Correspondent Richard Engel, who was exclusively embedded with the 4th Stryker Brigade.  Engel excitedly announced that “the last American combat troops rolled” into Kuwait just moments ago.

We were then treated to grainy video of the khaki-dressed Engel “rolling out” with the Brigade, interviews with American soldiers describing what a historic event this was, all while the “NBC NEWS EXCLUSIVE” logo was plastered on the screen — quite reminiscent of the embedded media coverage that glorified the invasion itself.  Even Williams noted the similarity:  ”We watched the invasion happen on live television thanks to, at the time, some brand new and exclusive technology.  Well, tonight again we have watched the pullout of combat troops the same way.”  At the end of the 7-minute segment, Williams heaped praise on Engel, whom he hailed as “our own young veteran of this conflict,” for this ”astounding bit of reporting.”

Meanwhile, over at MSNBC, hours of continuous melodramatic coverage were devoted to this story, and the cable network’s various personalities treated the event at least as reverentially as Williams did.   Keith Olbermann donned his most solemn baritone to begin his program this way:

Two thousand six hundred and sixty-six days since President Bush declared “mission accomplished” in Iraq.

Two thousand seven hundred and eight days since American forces invaded Iraq.

At this hour, American combat forces are leaving Iraq.

As Olbermann indicated, Maddow was in Baghdad’s “Green Zone,” and she explained:  ”it is really, really hot right now. But yet, seeing what we just saw, right here live with that gate closing, the last U.S. combat troop, I’m totally covered in goose bumps. It is an important moment.”

It’s not difficult to understand why NBC and MSNBC hyped the event the way they did.  The reason they had what Olbermann touted as a “worldwide exclusive” is because — in response to NBC embed requests — the Pentagon contacted them and offered exclusivity, knowing that the arrangement would incentivize NBC to treat the event as something of monumental historic importance.  By selecting NBC as the only broadcast network to be told in advance, swearing them to secrecy, but arranging for them to cover it exclusively with video, it became their story, and they thus, predictably, were eager to tout its importance.  That’s the natural inclination when someone is given exclusive access by the Government.  Maddow explained how the Pentagon arranged in secret for this exclusive coverage of the “momentous” event to be given to NBC and MSNBC:

By offering it exclusively to both NBC and MSNBC, the Pentagon ensured that this narrative would be given the Seriousness imprimatur from NBC, and would produce base-pleasing, Obama-favorable praise from MSNBC personalities.  Having Engel embedded in a Stryker vehicles as it “rolled out” of Iraq, and Maddow stationed in the Green Zone, added to the historic tone of the evening.  As The New York Times‘ Brian Stelter reported:  ”David Verdi, an NBC News vice president, added, ‘The military had said, ‘You are the ones who are going to broadcast it first’.” About that, Mediaite‘s Steve Kraukauer wrote:  ”That’s a stunning admission, and shows a degree of coziness between both sides here.”  With this cooperative venture, the White House got exactly the coverage it wanted:  the repeatedly hyped claim that under Barack Obama, “American combat forces are leaving Iraq,” as Olbermann intoned at the start.

One of the few sour notes in this coverage came when Olbermann briefly interviewed McClatchy‘s Jonathan Landay, and asked him what the 50,000 remaining soldiers would be doing.  Landay explained:

This is the great irony for me, Keith. The fact is that under the delusional plans that former Secretary of Defense Donald Rumsfeld had approved for the invasion of Iraq, they had intended to come down to 50,000 troops within three or four months of that invasion. . . . .That, for me, is the ultimate irony, is the fact that more than seven years later, we‘ve now gotten down to the 50,000 troops that they thought they could get down to within three months of the invasion. . . . . [T]hose 50,000 men and women include special forces who will be going out on counter-terrorism missions with Iraqi forces. That, to me, is combat. They’re armed. They’re going into combat.  There will be American, quote/unquote, advisers going out with Iraqi forces on regular patrols. That to me opens the door to combat.

So I don‘t think we‘re going to see the end of – we are not going to see the end of combat for American forces I don‘t think in Iraq.

The 50,000 troops staying in Iraq were noted several times by the various MSNBC commentators, especially Maddow, but, other than the Landay interview, it did not detract from the repetitious claim that — to use Brian Williams’ formulation — “U.S. combat troops have pulled out of Iraq.”  This, of course, was the same message touted in Barack Obama’s Oval Office address to the nation on Wednesday night:

So tonight, I am announcing that the American combat mission in Iraq has ended. Operation Iraqi Freedom is over, and the Iraqi people now have lead responsibility for the security of their country.

Yesterday, however, the Associated Press’ Standards Editor, Tom Kent,issued a memorandum to AP editors and reporters instructing them not to use this White-House-created formulation that “combat operations in Iraq are over,” on the simple ground of inaccuracy:

Whatever the subject, we should be correct and consistent in our description of what the situation in Iraq is. This guidance summarizes the situation and suggests wording to use and avoid.

To begin with, combat in Iraq is not over, and we should not uncritically repeat suggestions that it is, even if they come from senior officials. The situation on the ground in Iraq is no different today than it has been for some months. Iraqi security forces are still fighting Sunni and al-Qaida insurgents.  . . . .

As for U.S. involvement, it also goes too far to say that the U.S. part in the conflict in Iraq is over. President Obama said Monday night that “the American combat mission in Iraq has ended. Operation Iraqi Freedom is over, and the Iraqi people now have lead responsibility for the security of their country.”

However, 50,000 American troops remain in country. Our own reporting on the ground confirms that some of these troops, especially some 4,500 special operations forces, continue to be directly engaged in military operations. These troops are accompanying Iraqi soldiers into battle with militant groups and may well fire and be fired on.

In addition, although administration spokesmen say we are now at the tail end of American involvement and all troops will be gone by the end of 2011, there is no guarantee that this will be the case.

Our stories about Iraq should make clear that U.S. troops remain involved in combat operations alongside Iraqi forces, although U.S. officials say the American combat mission has formally ended. We can also say the United States has ended its major combat role in Iraq, or that it has transferred military authority to Iraqi forces. We can add that beyond U.S. boots on the ground, Iraq is expected to need U.S. air power and other military support for years to control its own air space and to deter possible attack from abroad.

The ability of the Pentagon to shape coverage through controlling access, offering embedding, and doling out exclusives is too well-known and well-documented by now to require much discussion.  The problem, however, is that it remains irresistibly enticing for many media outlets to submit to it.  The fact that NBC/MSNBC was the only television news outlet with video of the “last combat brigade rolling out of Iraq” was a major coup.  The only way that coup matters — the only way the journalists covering this event ”exclusively” can feel as though they’re doing something important — is if they vest the event with historic significance, accomplished by touting it as “the end of America‘s Iraq combat mission,” exactly the message the administration wanted disseminated.

The fact that this phrase — “the end of America‘s Iraq combat mission” — is more propagandistic than anything gave no pause.  The withdrawal of 100,000 troops from that country since Obama’s inauguration is not insignificant, and it’s a good thing that he’s adhered to the withdrawal schedule.  But, as Landay explained, 50,000 troops is a huge number — it’s what Rumsfeld originally envisioned as the occupying force to be used three months after the invasion — and it’s inevitable that they will be in combat.  And that’s to say nothing of the large number of private-militias which remain — paid for by American citizens — as well as the so-called “private army” which the State Department is currently assembling, to be deployed in that country.  That’s why AP refuses to use these misleading terms ”even if they come from senior officials.”  That, and because they weren’t the ones gifted with the “worldwide exclusive” coverage by the Obama administration and its Pentagon.

Maybe, for Barack Obama, it depends on what the meaning of the word “is” is.

When the president skittered back from his grandiose declaration at an iftar celebration at the White House Friday that Muslims enjoy freedom of religion in America and have the right to build a mosque and community center in Lower Manhattan, he offered a Clintonesque parsing.

“I was not commenting, and I will not comment, on the wisdom of making the decision to put a mosque there,” he said the morning after he commented on the wisdom of making a decision to put a mosque there. “I was commenting very specifically on the right people have that dates back to our founding. That’s what our country is about.”

Let me be perfectly clear, Mr. Perfectly Unclear President: You cannot take such a stand on a matter of first principle and then take it back the next morning when, lo and behold, Harry Reid goes craven and the Republicans attack. What is so frightening about Fox News?

Some critics have said the ultimate victory for Osama and the 9/11 hijackers would be to allow a mosque to be built near ground zero.

Actually, the ultimate victory for Osama and the 9/11 hijackers is the moral timidity that would ban a mosque from that neighborhood.

Our enemies struck at our heart, but did they also warp our identity?

The war against the terrorists is not a war against Islam. In fact, you can’t have an effective war against the terrorists if it is a war on Islam.

George W. Bush understood this. And it is odd to see Barack Obama less clear about this matter than his predecessor. It’s time for W. to weigh in.

This — along with immigration reform and AIDS in Africa — was one of his points of light. As the man who twice went to war in the Muslim world, he has something of an obligation to add his anti-Islamophobia to this mosque madness. W. needs to get his bullhorn back out.

Bill Clinton and Barack Obama are both hyper-articulate former law professors. But Clinton never presented himself as a moral guide to the country. So when he weaseled around, or triangulated on some issues, it was part of his ultra-fallible persona — and consistent with his identity as a New Democrat looking for a Third Way.

But Obama presents himself as a paragon of high principle. So when he flops around on things like “don’t ask, don’t tell” or shrinks back from one of his deepest beliefs about the freedom of religion anywhere and everywhere in America, it’s not pretty. Even worse, this is the man who staked his historical reputation on a new and friendlier engagement with the Muslim world. The man who extended his hand to Tehran has withdrawn his hand from Park Place.

Paranoid about looking weak, Obama allowed himself to be weakened by perfectly predictable Republican hysteria. Which brings us to Newt Gingrich.

Gingrich fancies himself an intellectual, a historian, a deep thinker — the opposite number, you might say, of Sarah Palin.

Yet here is Gingrich attempting to out-Palin Palin on Fox News: “Nazis don’t have the right to put up a sign next to the Holocaust Museum in Washington.” There is no more demagogic analogy than that.

Have any of the screaming critics noticed that there already are two mosques in the same neighborhood — one four blocks away and one 12 blocks away.

Should they be dismantled? And what about the louche liquor stores and strip clubs in the periphery of the sacred ground?

By now you have to be willfully blind not to know that the imam in charge of the project, Feisal Abdul Rauf, is the moderate Muslim we have allegedly been yearning for.

So look where we are. The progressive Democrat in the White House, the first president of the United States with Muslim roots, has been morally trumped by Mayor Michael Bloomberg and Gov. Chris Christie of New Jersey, two moderate Republicans who have spoken bravely and lucidly about not demonizing and defaming an entire religion in the name of fighting its radicals.

Criticizing his fellow Republicans, Governor Christie said that while he understood the pain and sorrow of family members who lost loved ones on 9/11, “we cannot paint all of Islam with that brush.”

He charged the president with trying to turn the issue into a political football. But that is not quite right. It already was a political football and the president fumbled it.

In a dozen countries — including in North Africa, Pakistan and former Soviet republics — the United States has significantly increased military and intelligence operations.

WASHINGTON — At first, the news from Yemen on May 25 sounded like a modest victory in the campaign against terrorists: an airstrike had hit a group suspected of being operatives for Al Qaeda in the remote desert of Marib Province, birthplace of the legendary queen of Sheba.

But the strike, it turned out, had also killed the province’s deputy governor, a respected local leader who Yemeni officials said had been trying to talk Qaeda members into giving up their fight. Yemen’s president, Ali Abdullah Saleh, accepted responsibility for the death and paid blood money to the offended tribes.
The strike, though, was not the work of Mr. Saleh’s decrepit Soviet-era air force. It was a secret mission by the United States military, according to American officials, at least the fourth such assault on Al Qaeda in the arid mountains and deserts of Yemen since December.
The attack offered a glimpse of the Obama administration’s shadow war against Al Qaeda and its allies. In roughly a dozen countries — from the deserts of North Africa, to the mountains of Pakistan, to former Soviet republics crippled by ethnic and religious strife — the United States has significantly increased military and intelligence operations, pursuing the enemy using robotic drones and commando teams, paying contractors to spy and training local operatives to chase terrorists.
The White House has intensified the Central Intelligence Agency’s drone missile campaign in Pakistan, approved raids against Qaeda operatives in Somalia and launched clandestine operations from Kenya. The administration has worked with European allies to dismantle terrorist groups in North Africa, efforts that include a recent French strike in Algeria. And the Pentagon tapped a network of private contractors to gather intelligence about things like militant hide-outs in Pakistan and the location of an American soldier currently in Taliban hands.
While the stealth war began in the Bush administration, it has expanded under President Obama, who rose to prominence in part for his early opposition to the invasion of Iraq. Virtually none of the newly aggressive steps undertaken by the United States government have been publicly acknowledged. In contrast with the troop buildup in Afghanistan, which came after months of robust debate, for example, the American military campaign in Yemen began without notice in December and has never been officially confirmed.
Obama administration officials point to the benefits of bringing the fight against Al Qaeda and other militants into the shadows. Afghanistan and Iraq, they said, have sobered American politicians and voters about the staggering costs of big wars that topple governments, require years of occupation and can be a catalyst for further radicalization throughout the Muslim world.
Instead of “the hammer,” in the words of John O. Brennan, President Obama’s top counterterrorism adviser, America will rely on the “scalpel.” In a speech in May, Mr. Brennan, an architect of the White House strategy, used this analogy while pledging a “multigenerational” campaign against Al Qaeda and its extremist affiliates.
Yet such wars come with many risks: the potential for botched operations that fuel anti-American rage; a blurring of the lines between soldiers and spies that could put troops at risk of being denied Geneva Convention protections; a weakening of the Congressional oversight system put in place to prevent abuses by America’s secret operatives; and a reliance on authoritarian foreign leaders and surrogates with sometimes murky loyalties.
The May strike in Yemen, for example, provoked a revenge attack on an oil pipeline by local tribesmen and produced a propaganda bonanza for Al Qaeda in the Arabian Peninsula. It also left President Saleh privately furious about the death of the provincial official, Jabir al-Shabwani, and scrambling to prevent an anti-American backlash, according to Yemeni officials.
The administration’s demands have accelerated a transformation of the C.I.A. into a paramilitary organization as much as a spying agency, which some critics worry could lower the threshold for future quasi-military operations. In Pakistan’s mountains, the agency had broadened its drone campaign beyond selective strikes against Qaeda leaders and now regularly obliterates suspected enemy compounds and logistics convoys, just as the military would grind down an enemy force.
For its part, the Pentagon is becoming more like the C.I.A. Across the Middle East and elsewhere, Special Operations troops under secret “Execute Orders” have conducted spying missions that were once the preserve of civilian intelligence agencies. With code names like Eager Pawn and Indigo Spade, such programs typically operate with even less transparency and Congressional oversight than traditional covert actions by the C.I.A.
And, as American counterterrorism operations spread beyond war zones into territory hostile to the military, private contractors have taken on a prominent role, raising concerns that the United States has outsourced some of its most important missions to a sometimes unaccountable private army.
A Proving Ground
Yemen is a testing ground for the “scalpel” approach Mr. Brennan endorses. Administration officials warn of the growing strength of Al Qaeda’s affiliate there, citing as evidence its attempt on Dec. 25 to blow up a trans-Atlantic jetliner using a young Nigerian operative. Some American officials believe that militants in Yemen could now pose an even greater threat than Al Qaeda’s leadership in Pakistan.
The officials said that they have benefited from the Yemeni government’s new resolve to fight Al Qaeda and that the American strikes — carried out with cruise missiles and Harrier fighter jets — had been approved by Yemen’s leaders. The strikes, administration officials say, have killed dozens of militants suspected of plotting future attacks. The Pentagon and the C.I.A. have quietly bulked up the number of their operatives at the embassy in Sana, the Yemeni capital, over the past year.
“Where we want to get is to much more small scale, preferably locally driven operations,” said Representative Adam Smith, Democrat of Washington, who serves on the Intelligence and Armed Services Committees.
“For the first time in our history, an entity has declared a covert war against us,” Mr. Smith said, referring to Al Qaeda. “And we are using similar elements of American power to respond to that covert war.”
Some security experts draw parallels to the cold war, when the United States drew heavily on covert operations as it fought a series of proxy battles with the Soviet Union.
And some of the central players of those days have returned to take on supporting roles in the shadow war. Michael G. Vickers, who helped run the C.I.A.’s campaign to funnel guns and money to the Afghanistan mujahedeen in the 1980s and was featured in the book and movie “Charlie Wilson’s War,” is now the top Pentagon official overseeing Special Operations troops around the globe. Duane R. Clarridge, a profane former C.I.A. officer who ran operations in Central America and was indicted in the Iran-contra scandal, turned up this year helping run a Pentagon-financed private spying operation in Pakistan.
In pursuing this strategy, the White House is benefiting from a unique political landscape. Republican lawmakers have been unwilling to take Mr. Obama to task for aggressively hunting terrorists, and many Democrats seem eager to embrace any move away from the long, costly wars begun by the Bush administration.
Still, it has astonished some old hands of the military and intelligence establishment. Jack Devine, a former top C.I.A. clandestine officer who helped run the covert war against the Soviet Army in Afghanistan in the 1980s, said his record showed that he was “not exactly a cream puff” when it came to advocating secret operations.
But he warned that the safeguards introduced after Congressional investigations into clandestine wars of the past — from C.I.A. assassination attempts to the Iran-contra affair, in which money from secret arms dealings with Iran was funneled to right-wing rebels in Nicaragua known as the contras — were beginning to be weakened. “We got the covert action programs under well-defined rules after we had made mistakes and learned from them,” he said. “Now, we’re coming up with a new model, and I’m concerned there are not clear rules.”
Cooperation and Control
The initial American strike in Yemen came on Dec. 17, hitting what was believed to be a Qaeda training camp in Abyan Province, in the southern part of the country. The first report from the Yemeni government said that its air force had killed “around 34” Qaeda fighters there, and that others had been captured elsewhere in coordinated ground operations.
The next day, Mr. Obama called President Saleh to thank him for his cooperation and pledge continuing American support. Mr. Saleh’s approval for the strike — rushed because of intelligence reports that Qaeda suicide bombers might be headed to Sana — was the culmination of administration efforts to win him over, including visits by Mr. Brennan and Gen. David H. Petraeus, then the commander of military operations in the Middle East.
The accounts of the American strikes in Yemen, which include many details that have not previously been reported, are based on interviews with American and Yemeni officials who requested anonymity because the military campaign in Yemen is classified, as well as documents from Yemeni investigators.
As word of the Dec. 17 attack filtered out, a very mixed picture emerged. The Yemeni press quickly identified the United States as responsible for the strike. Qaeda members seized on video of dead children and joined a protest rally a few days later, broadcast by Al Jazeera, in which a speaker shouldering an AK-47 rifle appealed to Yemeni counterterrorism troops.
“Soldiers, you should know we do not want to fight you,” the Qaeda operative, standing amid angry Yemenis, declared. “There is no problem between you and us. The problem is between us and America and its agents. Beware taking the side of America!”
A Navy ship offshore had fired the weapon in the attack, a cruise missile loaded with cluster bombs, according to a report by Amnesty International. Unlike conventional bombs, cluster bombs disperse small munitions, some of which do not immediately explode, increasing the likelihood of civilian causalities. The use of cluster munitions, later documented by Amnesty, was condemned by human rights groups.
An inquiry by the Yemeni Parliament found that the strike had killed at least 41 members of two families living near the makeshift Qaeda camp. Three more civilians were killed and nine were wounded four days later when they stepped on unexploded munitions from the strike, the inquiry found.
American officials cited strained resources for decisions about some of the Yemen strikes. With the C.I.A.’s armed drones tied up with the bombing campaign in Pakistan, the officials said, cruise missiles were all that was available at the time. Drones are favored by the White House for clandestine strikes because they can linger over targets for hours or days before unleashing Hellfire missiles, reducing the risk that women, children or other noncombatants will fall victim.
The Yemen operation has raised a broader question: who should be running the shadow war? But officials later acknowledged that neither man was hit, and local witnesses say the missile killed five low-level Qaeda members.
The next known American strike, on March 14, was more successful, killing a Qaeda operative named Jamil al-Anbari and possibly another militant. Al Qaeda’s Yemeni branch acknowledged Mr. Anbari’s death. On June 19, the group retaliated with a lethal attack on a government security compound in Aden that left 11 people dead and said the “brigade of the martyr Jamil al-Anbari” carried it out.
In part, the spotty record of the Yemen airstrikes may derive from another unavoidable risk of the new shadow war: the need to depend on local proxies who may be unreliable or corrupt, or whose agendas differ from that of the United States.

The tribes there tend to regularly switch sides, making it difficult to depend on them for information about Al Qaeda. “My state is anyone who fills my pocket with money,” goes one old tribal motto.
The Yemeni security services are similarly unreliable and have collaborated with jihadists at times. The United States has trained elite counterterrorism teams there in recent years, but the military still suffers from corruption and poor discipline.
It is still not clear why Mr. Shabwani, the Marib deputy governor, was killed. The day he died, he was planning to meet members of Al Qaeda’s Yemeni branch in Wadi Abeeda, a remote, lawless plain dotted with orange groves east of Yemen’s capital. The most widely accepted explanation is that Yemeni and American officials failed to fully communicate before the attack.
Abdul Ghani al-Eryani, a Yemeni political analyst, said the civilian deaths in the first strike and the killing of the deputy governor in May “had a devastating impact.” The mishaps, he said, “embarrassed the government and gave ammunition to Al Qaeda and the Salafists,” he said, referring to adherents of the form of Islam embraced by militants.
American officials said President Saleh was angry about the strike in May, but not so angry as to call for a halt to the clandestine American operations. “At the end of the day, it’s not like he said, ‘No more,’ ” said one Obama administration official. “He didn’t kick us out of the country.”
Weighing Success
Despite the airstrike campaign, the leadership of Al Qaeda in the Arabian Peninsula survives, and there is little sign the group is much weaker.
Attacks by Qaeda militants in Yemen have picked up again, with several deadly assaults on Yemeni army convoys in recent weeks. Al Qaeda’s Yemen branch has managed to put out its first English-language online magazine, Inspire, complete with bomb-making instructions.
Intelligence officials believe that Samir Khan, a 24-year-old American who arrived from North Carolina last year, played a major role in producing the slick publication.
As a test case, the strikes have raised the classic trade-off of the post-Sept. 11 era: Do the selective hits make the United States safer by eliminating terrorists? Or do they help the terrorist network frame its violence as a heroic religious struggle against American aggression, recruiting new operatives for the enemy?
Al Qaeda has worked tirelessly to exploit the strikes, and in Anwar al-Awlaki, the American-born cleric now hiding in Yemen, the group has perhaps the most sophisticated ideological opponent the United States has faced since 2001.
“If George W. Bush is remembered by getting America stuck in Afghanistan and Iraq, it’s looking like Obama wants to be remembered as the president who got America stuck in Yemen,” the cleric said in a March Internet address that was almost gleeful about the American campaign.
Most Yemenis have little sympathy for Al Qaeda and have observed the American strikes with “passive indignation,” Mr. Eryani said. But, he added, “I think the strikes over all have been counterproductive.”
Edmund J. Hull, the United States ambassador to Yemen from 2001 to 2004, cautioned that American policy must not be limited to using force against Al Qaeda.
“I think it’s both understandable and defensible for the Obama administration to pursue aggressive counterterrorism operations,” Mr. Hull said. But he added: “I’m concerned that counterterrorism is defined as an intelligence and military program. To be successful in the long run, we have to take a far broader approach that emphasizes political, social and economic forces.”
Obama administration officials say that is exactly what they are doing — sharply increasing the foreign aid budget for Yemen and offering both money and advice to address the country’s crippling problems. They emphasized that the core of the American effort was not the strikes but training for elite Yemeni units, providing equipment and sharing intelligence to support Yemeni sweeps against Al Qaeda.
Still, the historical track record of limited military efforts like the Yemen strikes is not encouraging. Micah Zenko, a fellow at the Center for Preventive Action at the Council on Foreign Relations, examines in a forthcoming book what he has labeled “discrete military operations” from the Balkans to Pakistan since the end of the cold war in 1991. He found that these operations seldom achieve either their military or political objectives.
But he said that over the years, military force had proved to be a seductive tool that tended to dominate “all the discussions and planning” and push more subtle solutions to the side.
When terrorists threaten Americans, Mr. Zenko said, “there is tremendous pressure from the National Security Council and the Congressional committees to, quote, ‘do something.’ ”
That is apparent to visitors at the American Embassy in Sana, who have noticed that it is increasingly crowded with military personnel and intelligence operatives. For now, the shadow warriors are taking the lead.

ASHINGTON — At first, the news from Yemen on May 25 sounded like a modest victory in the campaign against terrorists: an airstrike had hit a group suspected of being operatives for Al Qaeda in the remote desert of Marib Province, birthplace of the legendary queen of Sheba.
But the strike, it turned out, had also killed the province’s deputy governor, a respected local leader who Yemeni officials said had been trying to talk Qaeda members into giving up their fight. Yemen’s president, Ali Abdullah Saleh, accepted responsibility for the death and paid blood money to the offended tribes.
The strike, though, was not the work of Mr. Saleh’s decrepit Soviet-era air force. It was a secret mission by the United States military, according to American officials, at least the fourth such assault on Al Qaeda in the arid mountains and deserts of Yemen since December.
The attack offered a glimpse of the Obama administration’s shadow war against Al Qaeda and its allies. In roughly a dozen countries — from the deserts of North Africa, to the mountains of Pakistan, to former Soviet republics crippled by ethnic and religious strife — the United States has significantly increased military and intelligence operations, pursuing the enemy using robotic drones and commando teams, paying contractors to spy and training local operatives to chase terrorists.
The White House has intensified the Central Intelligence Agency’s drone missile campaign in Pakistan, approved raids against Qaeda operatives in Somalia and launched clandestine operations from Kenya. The administration has worked with European allies to dismantle terrorist groups in North Africa, efforts that include a recent French strike in Algeria. And the Pentagon tapped a network of private contractors to gather intelligence about things like militant hide-outs in Pakistan and the location of an American soldier currently in Taliban hands.
While the stealth war began in the Bush administration, it has expanded under President Obama, who rose to prominence in part for his early opposition to the invasion of Iraq. Virtually none of the newly aggressive steps undertaken by the United States government have been publicly acknowledged. In contrast with the troop buildup in Afghanistan, which came after months of robust debate, for example, the American military campaign in Yemen began without notice in December and has never been officially confirmed.
Obama administration officials point to the benefits of bringing the fight against Al Qaeda and other militants into the shadows. Afghanistan and Iraq, they said, have sobered American politicians and voters about the staggering costs of big wars that topple governments, require years of occupation and can be a catalyst for further radicalization throughout the Muslim world.
Instead of “the hammer,” in the words of John O. Brennan, President Obama’s top counterterrorism adviser, America will rely on the “scalpel.” In a speech in May, Mr. Brennan, an architect of the White House strategy, used this analogy while pledging a “multigenerational” campaign against Al Qaeda and its extremist affiliates.
Yet such wars come with many risks: the potential for botched operations that fuel anti-American rage; a blurring of the lines between soldiers and spies that could put troops at risk of being denied Geneva Convention protections; a weakening of the Congressional oversight system put in place to prevent abuses by America’s secret operatives; and a reliance on authoritarian foreign leaders and surrogates with sometimes murky loyalties.
The May strike in Yemen, for example, provoked a revenge attack on an oil pipeline by local tribesmen and produced a propaganda bonanza for Al Qaeda in the Arabian Peninsula. It also left President Saleh privately furious about the death of the provincial official, Jabir al-Shabwani, and scrambling to prevent an anti-American backlash, according to Yemeni officials.
The administration’s demands have accelerated a transformation of the C.I.A. into a paramilitary organization as much as a spying agency, which some critics worry could lower the threshold for future quasi-military operations. In Pakistan’s mountains, the agency had broadened its drone campaign beyond selective strikes against Qaeda leaders and now regularly obliterates suspected enemy compounds and logistics convoys, just as the military would grind down an enemy force.
For its part, the Pentagon is becoming more like the C.I.A. Across the Middle East and elsewhere, Special Operations troops under secret “Execute Orders” have conducted spying missions that were once the preserve of civilian intelligence agencies. With code names like Eager Pawn and Indigo Spade, such programs typically operate with even less transparency and Congressional oversight than traditional covert actions by the C.I.A.
And, as American counterterrorism operations spread beyond war zones into territory hostile to the military, private contractors have taken on a prominent role, raising concerns that the United States has outsourced some of its most important missions to a sometimes unaccountable private army.
A Proving Ground
Yemen is a testing ground for the “scalpel” approach Mr. Brennan endorses. Administration officials warn of the growing strength of Al Qaeda’s affiliate there, citing as evidence its attempt on Dec. 25 to blow up a trans-Atlantic jetliner using a young Nigerian operative. Some American officials believe that militants in Yemen could now pose an even greater threat than Al Qaeda’s leadership in Pakistan.
The officials said that they have benefited from the Yemeni government’s new resolve to fight Al Qaeda and that the American strikes — carried out with cruise missiles and Harrier fighter jets — had been approved by Yemen’s leaders. The strikes, administration officials say, have killed dozens of militants suspected of plotting future attacks. The Pentagon and the C.I.A. have quietly bulked up the number of their operatives at the embassy in Sana, the Yemeni capital, over the past year.
“Where we want to get is to much more small scale, preferably locally driven operations,” said Representative Adam Smith, Democrat of Washington, who serves on the Intelligence and Armed Services Committees.
“For the first time in our history, an entity has declared a covert war against us,” Mr. Smith said, referring to Al Qaeda. “And we are using similar elements of American power to respond to that covert war.”
Some security experts draw parallels to the cold war, when the United States drew heavily on covert operations as it fought a series of proxy battles with the Soviet Union.
And some of the central players of those days have returned to take on supporting roles in the shadow war. Michael G. Vickers, who helped run the C.I.A.’s campaign to funnel guns and money to the Afghanistan mujahedeen in the 1980s and was featured in the book and movie “Charlie Wilson’s War,” is now the top Pentagon official overseeing Special Operations troops around the globe. Duane R. Clarridge, a profane former C.I.A. officer who ran operations in Central America and was indicted in the Iran-contra scandal, turned up this year helping run a Pentagon-financed private spying operation in Pakistan.
In pursuing this strategy, the White House is benefiting from a unique political landscape. Republican lawmakers have been unwilling to take Mr. Obama to task for aggressively hunting terrorists, and many Democrats seem eager to embrace any move away from the long, costly wars begun by the Bush administration.
Still, it has astonished some old hands of the military and intelligence establishment. Jack Devine, a former top C.I.A. clandestine officer who helped run the covert war against the Soviet Army in Afghanistan in the 1980s, said his record showed that he was “not exactly a cream puff” when it came to advocating secret operations.
But he warned that the safeguards introduced after Congressional investigations into clandestine wars of the past — from C.I.A. assassination attempts to the Iran-contra affair, in which money from secret arms dealings with Iran was funneled to right-wing rebels in Nicaragua known as the contras — were beginning to be weakened. “We got the covert action programs under well-defined rules after we had made mistakes and learned from them,” he said. “Now, we’re coming up with a new model, and I’m concerned there are not clear rules.”
Cooperation and Control
The initial American strike in Yemen came on Dec. 17, hitting what was believed to be a Qaeda training camp in Abyan Province, in the southern part of the country. The first report from the Yemeni government said that its air force had killed “around 34” Qaeda fighters there, and that others had been captured elsewhere in coordinated ground operations.
The next day, Mr. Obama called President Saleh to thank him for his cooperation and pledge continuing American support. Mr. Saleh’s approval for the strike — rushed because of intelligence reports that Qaeda suicide bombers might be headed to Sana — was the culmination of administration efforts to win him over, including visits by Mr. Brennan and Gen. David H. Petraeus, then the commander of military operations in the Middle East.
The accounts of the American strikes in Yemen, which include many details that have not previously been reported, are based on interviews with American and Yemeni officials who requested anonymity because the military campaign in Yemen is classified, as well as documents from Yemeni investigators.
As word of the Dec. 17 attack filtered out, a very mixed picture emerged. The Yemeni press quickly identified the United States as responsible for the strike. Qaeda members seized on video of dead children and joined a protest rally a few days later, broadcast by Al Jazeera, in which a speaker shouldering an AK-47 rifle appealed to Yemeni counterterrorism troops.
“Soldiers, you should know we do not want to fight you,” the Qaeda operative, standing amid angry Yemenis, declared. “There is no problem between you and us. The problem is between us and America and its agents. Beware taking the side of America!”
A Navy ship offshore had fired the weapon in the attack, a cruise missile loaded with cluster bombs, according to a report by Amnesty International. Unlike conventional bombs, cluster bombs disperse small munitions, some of which do not immediately explode, increasing the likelihood of civilian causalities. The use of cluster munitions, later documented by Amnesty, was condemned by human rights groups.
An inquiry by the Yemeni Parliament found that the strike had killed at least 41 members of two families living near the makeshift Qaeda camp. Three more civilians were killed and nine were wounded four days later when they stepped on unexploded munitions from the strike, the inquiry found.

Of the many questions surrounding the sudden career implosion of General Stanley McChrystal, the one to which no one has yet been able to offer a satisfactory answer is, why?

Could it really be that one of the gurus of 21st century counterinsurgency – the man responsible for finding and killing Abu Musab al-Zarqawi, the head of al-Qaeda in Iraq, and helping turn Iraq back from the brink – somehow did not understand that you cannot toss profanity-laden insults at the civilian chain of command and continue to run their war?

Many commentators have suggested that his ill-chosen words in the now infamous Rolling Stone interview, and the even more damaging statements by several of his close aides, reflect an increasingly politicised, right-wing military – a growing majority of whose officers are Evangelical Christian Republicans who seem willing to put their faith above their oath to uphold and protect the constitution and the pluralistic, civilian-governed society founded upon it.

Others argue that unlike his successor, David Petraeus, who is famous for encouraging divergent points of view, McChrystal’s special ops background and close knit circle of aides made him dismissive of views that did not fully support his own.

And even though Obama approved the now nine-month-old troop surge, the president’s unwillingness to commit to an open-ended engagement in Afghanistan left McChrystal and his team afraid that the timetable given was insufficient to succeed in the core mission of their counterinsurgency strategy: to win over the local population by defending important population centres and limiting civilian casualties and to bolster support for the Afghan government and to create the infrastructure necessary for a state to function.

And some, like Michael Hastings, the Rolling Stone reporter whose story ended McChrystal’s career, believe that he simply became a “runaway general” who “seized control of the war” by focusing more on his supposed enemies in the White House than on crafting a politically viable strategy for ending the US occupation.

All these hypotheses certainly have their merits, but there is likely an even deeper reason for the ill-considered remarks by the general and his “Team America” (as his crew liked to refer to itself): They were operating in an environment of significant and increasing hypocrisy at the political level and intellectual dishonesty at the level of policy.

This situation produced a level of cognitive dissonance which became so corrosive that those at the centre of the Afghanistan mission could not stop themselves from revealing this reality to the outside world when presented with the opportunity; however ill-advised doing so might have been for their careers and the mission more broadly.

Long tradition of hypocrisy

Chapter seven of the counterinsurgency manual, Leadership and Ethics for Counterinsurgency, that McChrystal supposedly adopted as his blueprint for turning around the war, begins by declaring the need for senior commanders to “establish and maintain the proper ethical climate of their organisations” – one based on the “inextricable link” between honour and morality.

Because “insurgency is more than combat between armed groups; it is a political struggle with a high level of violence,” the successful commander will “feel the pulse of the local populace, understand their motivations, and care about what they want and need. Genuine compassion and empathy for the populace provide an effective weapon against insurgents”.

And yet, after one year in country, McChrystal’s war was not going well.

Indeed, one of the few figures who came out in support of him in the last few days was Hamid Karzai, the embattled Afghan president, whose government is so racked by corruption and has so little legitimacy among the majority of Afghans that his support demonstrates precisely how out of touch with ordinary Afghans McChrystal and his team remain.

More important than the negative endorsement of Karzai, however, is the reality that it is practically impossible to maintain a correspondence, never mind an “inextricable link,” between ethics, honour and morality, and the messy – and in Afghanistan often bloody – business of politics.

In fact, politics has been described as little more than “organised hypocrisy,” with good reason. However much governments are supposed to represent “the people,” the interests of rulers and states to maintain and even increase their power rarely coincide with those of people to be free of state coercion, control and even violence.

An ancient problem

Hypocrisy is a very old concept; it is discussed in numerous places in the Hebrew and Christian Bibles as well as the Quran, in the Buddhist and Taoist scriptures and, with strikingly similar language, in the works of philosophers from ancient Greeks to the founders of modern political theory.

The root of the English word comes from the Greek and then Latin, and means, originally, playing or acting out a part on a stage and at the same time suggests an inability honestly to decide on what one believes or feels.

It is clearly the provenance of politicians, for whom “acting the part,” and especially, espousing beliefs and/or policies that they know will not be pursued in office, is one of the requirements of the job.

The idea of hypocrisy (although not the Hebrew word) is among the most important concepts in the Hebrew Bible. The theme is picked up in the New Testament and is one of the behaviours that most angered Jesus, particularly as portrayed in the Gospel of Matthew, where he condemns people who “do not practice what they preach” (Matthew, 23:3).

In the centuries between the Hebrew prophets and the time of Jesus, Plato and Aristotle would grapple with the implications of hypocrisy.

Not surprisingly, hypocrisy (roughly translated as “nifaq” in Arabic) is also a major theme in the Quran, where it is mentioned well over two dozen times in various forms, as well as in the hadith, or sayings of the prophet, and Islamic theology more broadly. As in the Old and New Testaments, the main criticism of the prophet is of people who are “double-faced”.

Almost a millennium later, the founders of modern political philosophy like Niccolo Machiavelli and Thomas Hobbes discussed the importance of hypocrisy in politics. While Hobbes was less supportive of the practice than Machiavelli, he too understood that politics is necessarily a “parade of masks”, precisely because the ruler must find ways of convincing people to accept actions that are not in their interests.

Hypocrisy and cleverness

Perhaps the Tao Te Ching describes the problem of hypocrisy best with a simple aphorism: “When cleverness emerges/There is great hypocrisy.”

The meaning of this couplet is quite relevant to the present situation. When someone moves or departs from the Tao, or “way,” we can talk about it but it is really not there. In the current context, the moment you start speaking regularly about honour, ethics and morality is probably the moment when they are largely absent.

The celebrated 17th century French writer François de La Rochefoucauld similarly wrote that “hypocrisy is the homage that vice pays to virtue” precisely because it must pretend to follow its ethos while practicing the opposite.

More broadly, the whole idea of counterinsurgency – or “COIN,” as the clever people in the Pentagon have acronymed it – is utterly hypocritical. It is based, in theory, on “winning hearts and minds” and “separating” civilians from insurgents in a situation where the military practicing it is a belligerent occupier of a territory where the majority of the population most likely view it as such. After all, if they supported or were at least willing to tolerate the presence, COIN would not be necessary.

It is clear that a belligerently occupying foreign army cannot win the hearts and minds of a population that still has the means and will to fight back. The whole strategy is, therefore, doomed from the start. Obama knows this and this no doubt partly explains why he was unwilling to commit to the open-ended engagement preferred by McChrystal.

And yet there is no politically practicable way for any government to withdraw from an occupation until the costs of remaining become so high that the people demand it. Some justification has to be found for slogging it out, with all the human and financial costs that entails, until the people call for a quick exit regardless of the political costs.

Plague of contemporary politics

And so when our leaders start sounding too clever, when doctrines and strategies seem too well conceived, they likely mask a great deal of hypocrisy by those wielding them, precisely because they are aware of the disconnect between rhetoric and reality.

Today, it seems that every politician wears a mask. The more successful ones have many and can change between them without most people noticing.

Hypocrisy has indeed become the coin of the realm of international politics; it unites seeming enemies in an intricate discourse that allows each to maintain an appearance of integrity by pointing out the hypocrisy of those who attack them. And as long as everyone is guilty, no one has to change their behaviour.

And this is the most troubling aspect of the McChrystal affair and its ostensible resolution. Obama’s decision to replace the politically maladroit McChrystal with Petraeus is being applauded in Washington and other Western capitals in good measure because Petraeus is supposedly a more politically adept manager. But Petraeus’ political skills should be a cause for more rather than less concern. His greater political acumen will, if history is any guide, likely lead to an even greater level of hypocrisy across the board in the prosecution and spinning of the war.

We may never know why McChrystal and his aides felt compelled to speak openly and honestly to Rolling Stone. It might just be that the pressure of so much hypocrisy was too much to bear, or at least to cover up.

Whatever the reason, their words serve as a warning about the realities of the war, and while McChrystal’s replacement might be able to manage the conflict publicly more deftly than did he, in the end the realities of war have a way of smashing through even the most carefully crafted distortion, leaving an even bigger disaster in its wake.

Is al-Qaeda Battle a 75 Front War?

With reports emerging that the Pentagon is looking to divert bigger portions of its budget to combat operations, it is becoming increasingly apparent that the Obama Administration’s global war on terror is more global than anyone thought.

In fact it turns out that the US military is operating covertly in at least 75 countries, carrying out “missions against al-Qaeda” around the planet. The number of operations is said to have increased enormously since President Obama took office.

Officials also acknowledged that President Obama was allowing a lot of things “that the previous administration did not” and that it was “willing to get aggressive much more quickly.

That last revelation is perhaps hardly surprising when one considers the repeated and massive escalations in drone attacks, something which the administration hasn’t been as successful in keeping secret, and the very public escalations of the Afghan War, which has gone from some 30,000 US troops to nearly 100,000 in less than 18 months. Whether in public or in private, the administration seems to be taking hawkishness to new levels.
